Well, I wouldn't recommend they be put back in the cupboard just because the LOOK squeaky clean from the dog's slurping them. But, a dip in the dishpan or a run-through in the dishwasher would take care of any germs and such that might have been left behind. That's always been my theory anyway and over the years, many plates in my house have been licked clean by dogs and/or cats and no one has died from that -at least not yet.
I may spoil my dogs rotten, but I do not allow them to lick the plates. Only on a very, very rare occasion (especially if my dad is visiting because he shares his meal and drink with his girlfriend Molly), but they get soaked and washed very thoroughly.
No I don't let my dogs lick the plates that are ready to be washed in the dishwasher. She has her bowls we have ours. That would go for cats too if I had one.
No way!! I even feed my dogs with my own fork. :) Their mouths are cleaner than humans by far. One can survive a dog bite fairly easily, but a human bite will infect severely. JMHO And besides, they are disinfected every time they get washed. *lol*

I try not to think about it too much. Because it is a habit I can't break my husband of. But I have the dishwasher water set very HIGH.
